In the Message No. 0256 there was a mistake in the host of the current FTP 
where you can access to AMSUR file.

The correct Host is:

ftp.sirgas.org.
Login as anonymous
Directory:  /pub/gps/DGF/STA
File: AMSUR_20101204.STA
